The Policy to Performance (P2P) initiative supported by the U.S. Department of Education’s Office of Vocational and Adult Education aims to assist states with effective policy development that will support college and career readiness for low-skilled adults and adult learners. P2P seeks to advance state efforts to successfully transition this demographic to adult education, postsecondary education, and employment opportunity.
This Web site features resources to assist education state directors, policymakers, and key stakeholders with transitioning low-skilled adult and adult learners through the education, training, and employment continuum. Resources are targeted toward enhancing college and career readiness and aligning current adult transition policies to broader policy initiatives.
Eight partner states were selected to develop, implement, and evaluate policies designed to connect adults to learning and training opportunities to meet the demands of a 21st century workforce. Selected states will receive customized technical assistance to support them in creating and implementing policy that strengthens the connection between adult basic education, post secondary education, and employment. Between 2008-2009, the 5 sites funded under the Adult Basic Education Career Connections (ABECC) initiative developed and implemented work plans focused on improving adults' basic skills to prepare them to enter career pathways. To help other ABE programs undertake similar work, this manual provides an overview of career pathways and describes approaches used by the ABECC sites to align basic skills training and partnership efforts with local career pathways.
