Policy to Performance coaches and staff members will provide technical assistance to project participants for the key project activities listed below. This technical assistance will be delivered through telephone conferences, various online mediums, and site visits.
Each state will implement one of three focus areas—low-skilled adults’ transition to work, ABE learners’ transition to postsecondary education, and aligning state systems for ABE learners’ transition to postsecondary education and employment. Technical assistance will be available to assist states in confirming the activities that each state will undertake in implementing its focus area during the project.
Information on the types of policies that have supported transition to postsecondary education and employment will be made available to states. Technical assistance will be provided in the use of the PPIE© process for policy planning, implementation, and evaluation.
States may need to develop partnerships as part of their policy development and pilot test activities. Technical assistance about the types of partnerships to form and strategies for working with partners will be available.
Research has shown that the approach taken in designing and implementing a state pilot test can influence the quality of the results from the pilot test. Technical assistance will be provided to guide states in selecting local pilot sites, the types of state support that are needed for pilot sites to be effective, and procedures for collecting data from local pilot states to document pilot test outcomes.
