The Workforce Strategy Center’s report, Building a Career Pathways System: Promising Practices in Community College-Centered Workforce Development, introduces the career pathways model and outlines the role community colleges can play in establishing and supporting career pathways on a local and regional level. The report examines barriers to implementation as well as opportunities, and highlights noteworthy career pathways systems in North Carolina, Florida and Washington. The report examines three key policy and program levels where decisions to implement career pathways are made. These include the community colleges; the communities and regions which provide the employment base, resources and recruitment; and the states where the policy and resource allocation decisions are made. Findings from site visits and interviews are organized around the three levels. The report concludes with recommendations for policymakers. This report serves as the precursor to the Center’s Pathways to Competitiveness report series which provides more detail about the career pathway-building process and offers recommendations based on lessons learned for various state initiatives.
