Working Together: Aligning State Systems and Policies for Individual and Regional Prosperity

Summary

This paper, presented by the Workforce Strategy Center, examinees policy and system improvements that state policymakers can make to enhance outcomes for students in the educational pipeline and increase the supply of knowledge workers. Recommendations around six broad public policy areas were presented. They include:

  1. Promoting access to education and training to underserved populations and improving alignment between adult/workforce education programs and postsecondary education.
  2. Supporting student success in completing certificate/degree programs utilizing support services such as advising, counseling and personal supports.
  3. Encouraging transitions by creating avenues for upward transitions both within and across systems and removing barriers among the different systems.
  4. Incorporating employer demand and state economic priorities in educational planning to prepare the supply of workers for the labor market.
  5. Building capacity and financing improvement.
  6. Measuring results to have a solid understanding of current outcomes and report on performance over time.
